Well, theoretically the lawyer could have someone else to get the correspondence and images, but then you’re going to have to pay them. If they are disabled and have nothing else to do, they might as well get the images instead of paying some para $100 bucks an hour to do the same thing.

If he’s working on a hourly rate I think he’s showing a great deal of concern for your family member by allowing them to do some of the work themselves. Many attorneys won’t.
If he’s working on contingency he should be doing all of the work unless he agreed to let your family member do the legwork in return for a reduced percentage. If so, file a complaint with the bar association that the attorney belongs to.
