How would the IRS know whether someone is not paying income taxes?

When filling out tax forms for your employer, what number do you claim to have more taxes withheld?
If you have some-more taxation withhelf, you get a return during income taxation season. If you get some-more income on your paycheck you finish up essential taxes. you do not instruct that to start to me so on my VA taxation forms, what do you claim?
