How could we run a poke by a IRS to establish if they have been comitting fraud?

You can’t unless you get the consent of each employee. If they give you a 4506-T or 8821 signed, you can get the information legally.

Suggestion: Stick the document in front of them and ask them to sign it. If they don’t, they may have figured out that they’ve been ‘had’ and give up something.

The IRS cooperates with noone. In your case, you are trying to obtain personal information without their approval, you should know that isn’t going to happen. The only way you can get the information is to have the individuals charged for a crime or to have them sued. The judge can force them to produce such things as pay stubs, bank account deposits, etc.
